Shanghai Administration for Market Regulation and Shanghai Medical Products Administration issued the Shanghai Cosmetics Industry Advertising Compliance Guidelines under which important aspects of advertising cosmetics are covered. Cosmetic producers, operators, and entities are mandated to compy with the guidelines. They are required to verify the authenticity and legality of the advertisements. Article 4 of the Guidelines categorises cosmetis into two categories: special and ordinary. Special include: Hair dyes, hair perming solutions,freckle-removing (whitening) products, sunscreens, anti-hair loss treatments, and cosmetics with new efficacies.
Ordinary cosmetics are all types of cosmetics: moisturisers, cleaners, makeup and fragrances. There are permitted and prohibited efficacy claims for each of these cosmetics.
