"On September 2, 2025, the Ministry of Food and Drug Safety (MFDS) of South Korea enacted and issued Announcement No. 2025-63, updating the Cosmetic Safety Standards. The revisions will take effect six months after publication, except for the amendment on Cyclopentasiloxane in Annex 2, which will apply three years later.
Key Updates:
Restricted Ingredients (Annex 1 & 2):
Clarified conditions for Toluene diamine compounds. For 2,6-Bis(hydroxyethylamino) toluene, usage as a hair dye ingredient is capped at 1.0%, prohibited in products with nitrating agents, and subject to a 50 µg/kg limit on nitrosamines.
Benzophenone-3 maximum concentration reduced from 5% to 2.4%, except for face, hands, and lip products where 5% remains allowed.
Dihydroxyacetone mixtures removed from the list of UV filters.
Concentration Adjustments:
Limits tightened or new usage conditions applied to five ingredients, including Nonoxynol-9.
New UV Filter Added:
Tris-Biphenyl Triazine introduced with restrictions:
Max concentration: 10%
Not permitted in aerosol products
If in uncoated nanomaterial form, must have median particle size >80 nm and purity ≥98%."
