Israel's Ministry of Health has published a draft order proposing amendments to the Public Health Protection (Food) Law to further align national food labelling requirements with Regulation (EU) No. 1169/2011 on the provision of food information to consumers. The proposal would replace references to Israeli Standard IS 1145 (Labelling of Prepackaged Food) in certain food legislation with references to the EU labelling framework. The amendment is intended to support the gradual transition to the EU-based regime introduced under Amendment No. 10 to the Food Law. Under the reform, food businesses have been permitted to voluntarily adopt the EU labelling requirements since 1 January 2025, while compliance with the adopted EU provisions will become mandatory for all food business operators on 1 January 2028. The proposed amendment seeks to remove inconsistencies between legacy Israeli standards and the EU framework during the transition period. The draft order also includes transitional provisions allowing food products manufactured in or imported into Israel before the amendment takes effect to continue being marketed in accordance with previous labelling requirements until the end of their shelf life. The proposal forms part of Israel's broader effort to harmonize food regulations with EU legislation, reduce trade barriers, and simplify compliance for food manufacturers and importers
