Commission Regulation (EU) 2023/2055, also known as the “microplastics restriction,” took effect on 17 October 2023. This regulation restricts synthetic polymer microparticles that are intentionally added to products or mixtures.

To support its implementation, the European Commission has prepared an Explanatory Guide aimed at stakeholders and EU member states. The Guide consists of three parts:
• Part I: A narrative overview of the provisions and the intended implementation of the restriction, written in simple terms.
• Part II: A 'questions and answers' section compiling responses to inquiries from EU countries and stakeholders.
• Part III: Annexes with decision trees and examples of borderline cases.
While Part I will be translated into 22 EU official languages by Q3/2025, there are no plans to translate Parts II and III. The Guide, created in collaboration with the European Chemicals Agency (ECHA) and EU member states, will be updated regularly based on practical implementation feedback.

Future updates to the Guide will be published by ECHA. For any questions related to the Explanatory Guide or the microplastics restriction, stakeholders are encouraged to contact ECHA or the relevant national helpdesks set up for the implementation of REACH.
