"On November 20, 2025, the Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) issued Gazette notifications rescinding six major Quality Control Orders (QCOs) under the Bureau of Indian Standards Act, 2016. After consultation with the Bureau of Indian Standards (BIS), the government determined that withdrawing mandatory certification requirements for several key industrial chemicals was necessary in the public interest. These rescissions take immediate effect and remove obligations related to compulsory BIS certification, compliance with Indian Standards, inspections, and licensing.

The withdrawn QCOs include those for Pyridine, Beta Picoline, Sodium Tripolyphosphate (STPP), H Acid, K Acid, and Vinyl Sulphone. Their earlier notifications issued between June 2020 and November 2024 had mandated strict quality control and labeling requirements. With the new orders, manufacturers and importers of these chemicals are no longer required to obtain BIS licences or follow mandatory quality standards.

The decision significantly eases regulatory burdens for industries dependent on these chemicals, including pharmaceuticals, agrochemicals, detergents, dyes, textiles, intermediates, and specialty chemicals. Deregulation is expected to reduce compliance costs, improve supply-chain flexibility, support manufacturing continuity, and facilitate smoother import and export operations. The government stated that the move aims to promote industry efficiency while ensuring uninterrupted availability of essential industrial chemicals across sectors."
