"The Ministry of Chemicals and Fertilizers, Government of India, issued a series of official orders rescinding six previously notified Quality Control Orders (QCOs) related to key chemical products. Acting under the powers granted by Section 16 and, where applicable, Section 25(3) of the Bureau of Indian Standards (BIS) Act, 2016, the Central Government determined—after consultation with BIS—that withdrawing these orders was necessary in the public interest.
The rescinded notifications include:
- p-Xylene (Quality Control) Order, 2021, originally issued via S.O. 3929(E) dated 13 September 2021.
- Toluene (Quality Control) Order, 2021, issued under S.O. 5436(E) dated 24 December 2021.
- Methyl Acrylate and Ethyl Acrylate (Quality Control) Order, 2021, issued under S.O. 5406(E) dated 22 December 2021.
- Vinyl Acetate Monomer (Quality Control) Order, 2021, issued under S.O. 5405(E) dated 22 December 2021.
- Ethylene Dichloride (Quality Control) Order, 2021, notified via S.O. 3928(E) dated 13 September 2021.
- Vinyl Chloride Monomer (Quality Control) Order, 2020, issued under S.O. 3932(E) dated 13 September 2021.
1) Each order was rescinded with immediate effect, nullifying the earlier mandatory quality-control requirements for these chemicals. The notifications emphasize that the decision was taken only after BIS consultation and upon concluding that such withdrawal serves the broader public interest. All orders were signed by Deepak Mishra, Joint Secretary, and published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii).
2) Through these actions, the government effectively removed compulsory BIS certification for the six products, altering the regulatory landscape for producers, importers, and users in the chemical and petrochemical sectors."
