"Türkiye has announced the implementation of a new Approved Establishment System, known as TROIS, which will determine the establishments eligible to export certain foods of animal origin into the country. This update was communicated to trade partners on 2 December 2025 through an addendum to an earlier WTO SPS notification.

Under the existing Regulation on Specific Hygiene Rules for Food of Animal Origin, imports of animal-origin foods into Türkiye are permitted only from countries and establishments that appear on official approval lists. The new TROIS platform has been developed to manage and update this list more efficiently and transparently.

Beginning 1 January 2026, Türkiye will allow imports of dairy products, fishery and aquaculture products, gelatin, and collagen destined for human consumption only from establishments listed in the TROIS system. This requirement applies to both establishments already registered in the EU’s TRACES NT system and those not registered in it.

Exporting countries must submit specific documentation for listing. For establishments already registered in TRACES NT, Authorities must provide the table in Annex 2 and the checklist in Annex 3. For establishments not in TRACES NT, the required documents include the table in Annex 4, an establishment information form, and the checklist in Annex 5. Authorities must also provide updated contact details of the responsible person as outlined in Annex 6. These documents must be submitted both via diplomatic channels and by email to the Ministry of Agriculture and Forestry.

Once documentation is verified, establishments registered in TRACES NT that meet the criteria will be added directly to the approved list, while establishments not in TRACES NT may require an on-site inspection before approval. Exporting country authorities are also responsible for immediately notifying the Ministry of any changes such as modifications in establishment name or address, removal, suspension, or cancellation of approval.

Türkiye has clarified that from 1 January 2026, veterinary health certificates must not be issued for dairy, fishery, aquaculture, gelatin, or collagen exports to Türkiye from establishments not listed in TROIS, including those previously appearing in TRACES NT.

The Ministry of Agriculture and Forestry has stated that the TROIS implementation is aligned with Articles 40, 41, and 44 of the Regulation on the Official Control of Food of Animal Origin, originally published on 17 December 2011. The aim is to strengthen import controls and ensure traceability and compliance for all animal-origin food imports."
