Modernization of Cosmetics Regulation Act (MoCRA) is a new set of regulations that standardizes how cosmetic organizations conduct business and maintain the safety of cosmetic products they are using within a Regulatory framework. Existing Products: For Existing products have two (02) years of time to implement the following labeling requirements:

  • It should have Responsible Person (RP) details and domestic address, including contact information.
  • Professional use cosmetics (For professional use cosmetics, there is specific labeling required, guaranteeing that professionals and consumers alike have all the necessary information at their fingertips).
  • Inclusion of fragrance allergen details is necessary

New Products: For new products, the following are the labeling requirements:

  • RP details and domestic address, including contact information must be included in the label.
  • Professional use cosmetics (For professional use cosmetics, there is specific labeling required, guaranteeing that professionals and consumers alike have all the necessary information at their fingertips).
  • Fragrance allergens (It is advisable to declare the fragrance allergens as per other international regulations until the USFDA rolls out the fragrance allergens list.

Fragrance Allergen Labeling

MoCRA requires that each fragrance allergen in a product should be displayed on the label, although precise requirements for this will be set by the US FDA. This will occur within eighteen (18) months of MoCRA's enactment, which is June 29, 2024, and within 180 days after the conclusion of the public comment period.
