Announced on January 9, 2026, the alert warns that these disposable oral products, which are placed between the lip and gum and release nicotine through the oral mucosa for around 30 minutes, are being marketed as smoke-free, vapor-free, and tobacco-free, despite containing nicotine with a high addictive potential. The ministry highlighted concerns that high-concentration nicotine pouches may lead to blood nicotine levels exceeding those from conventional cigarettes, increasing risks to the heart and nervous system. Authorities noted that the products began appearing on the Argentine market in 2025 and are promoted as adult-only alternatives, but pose particular risks to children, adolescents, and young people by facilitating early nicotine exposure. The ministry emphasized that there is currently no health authorization or specific regulation governing nicotine pouches in Argentina, and stated that they could fall under existing tobacco-control frameworks, including Buenos Aires Province Law No. 13.894, which aims to protect public health from the promotion and consumption of tobacco products and derivatives.
