Ukraine has issued an official WTO TBT notification addendum announcing a revised implementation schedule for Resolution No. 890, which establishes a new procedure for labelling tobacco products, and liquids used in electronic cigarettes. The regulation, adopted on 16 July 2025, was initially planned to enter into force on 1 January 2026 but has now been postponed to 1 November 2026, allowing businesses additional time to comply. This postponement was introduced through Resolution No. 1756 of 26 December 2025, which supports the gradual rollout of an electronic traceability system to strengthen control over the circulation of excisable goods. The amendment also revises technical provisions by permitting DataMatrix code print quality assessment under either ISO/IEC 15415 (grade 2) or ISO/IEC 29158 (grade B). Additionally, selected provisions of the previous excise stamp regulation will remain effective until 1 May 2027, ensuring a smoother regulatory transition.
