On February 23, 2026, Canada Resource Productivity and Recovery Authority opened a public consultation on proposed updates to producer cut-off thresholds for supply data verification under the Batteries, Information Technology, Telecommunications and Audio-Visual (ITT/AV), and Tires programs. The consultation, open from February 23 to March 25, 2026, proposes revising the thresholds that determine whether a producer is categorized as “large” or “small” for supply data verification reporting. RPRA aims to streamline producer categories across programs by applying an average weight of supply methodology. The proposed changes are prompted by updated management and collection requirements introduced through 2025 regulatory amendments. Under the proposal, producers classified as “large” in the finalized Registry Procedures will be required to submit a supply data verification report to RPRA by June 30, 2026. Small producers will not be required to submit verification reports but may be subject to inspections. Producers must continue to meet existing annual reporting deadlines: April 30, 2026, for Batteries Program. RPRA will publish a consultation report summarizing stakeholder feedback and its responses before finalizing the revised Registry Procedures.
