The Government of Costa Rica has notified the World Trade Organization (WTO) Committee on draft technical regulation concerning nicotine products and the proposed regulation establishes a comprehensive prohibition on the registration, importation, exportation, manufacture, formulation, storage, distribution, transport, repackaging, relabelling, handling, sale, commercialization, and mixing of non-therapeutic, non-combustible products intended for oral nicotine administration in any presentation. According to the notification, the measure is justified on grounds of protection of human health and safety, as well as environmental protection. If adopted, the regulation would enter into force six months after publication in the Official Gazette La Gaceta. Stakeholders may submit comments within 60 days of the notification date, with the deadline set for 13 April 2026. Comments are to be addressed to the Ministry of Economy, Industry and Commerce (MEIC), through the Technical Barriers to Trade Information Centre (CIOT).
