On 22 December 2025, China submitted the draft Hazardous Chemicals Safety Law for its third review at the 19th Session of the Standing Committee of the 14th National People’s Congress, following earlier reviews in December 2024 and September 2025. The draft will be released for public consultation to gather broad opinions. The proposed law responds to China’s extensive role in the global hazardous chemicals market and ongoing safety challenges across the supply chain. It seeks to establish a comprehensive safety supervision system covering the full lifecycle of hazardous chemicals, including registration, production, storage, use, operation, transportation, disposal, emergency response, and legal liability. Key updates in the third draft include stronger requirements for routine safety training, dynamic real-time monitoring of hazardous chemical road transport, enhanced public right-to-know through mandatory triennial safety assessment reports, clearer rules on personal use of hazardous chemicals, and increased accountability with higher fines and penalties for responsible personnel. Overall, the draft emphasizes stricter whole-chain safety management, reinforces the primary responsibility of hazardous chemical entities, clarifies government supervisory roles, strengthens planning and siting controls, enhances emergency rescue capabilities, and promotes a social environment supportive of hazardous chemical safety.
