China NIFDC Publishes Technical Guidelines for Updating New Cosmetic Raw Material Filing Information (2025)

On December 15, 2025, China’s National Institutes for Food and Drug Control (NIFDC) issued the “Technical Guidelines for Updating the Filing Information of New Cosmetic Raw Materials” to clarify the procedures for updating filing information of new cosmetic raw materials that have already been marketed. The guidelines were developed to implement the State Food and Drug Administration’s Several Provisions on Supporting the Innovation of Cosmetic Raw Materials and to guide new raw material registrants and filers in carrying out standardized updates in accordance with the Regulations on the Supervision and Administration of Cosmetics, the Cosmetic Registration and Filing Measures, and other relevant regulations. The guidelines establish clear update paths for changes in raw material information and help industry stakeholders ensure compliance when updating filing data. Effective Date: December 15, 2025
