China Seeks Public Comments on Revised Rules for Registration and Filing Data of New Cosmetic Raw Materials

On 26 December 2025, the General Department of the State Food and Drug Administration announced a public consultation on the Regulations on the Management of Registration and Filing Data of New Cosmetic Raw Materials (Revised Draft for Comments). The draft aims to further advance regulatory reform, support innovation in cosmetic raw materials, and optimize data requirements for the registration and filing of new cosmetic ingredients. The revised draft was developed in accordance with the Regulations on the Supervision and Administration of Cosmetics and the Measures for the Administration of Cosmetics Registration and Filing, taking into account the current development needs of the cosmetics industry. It focuses on improving the management framework for registration and filing data related to new cosmetic raw materials. The public consultation period runs from 26 December 2025 to 25 January 2026. Stakeholders are invited to submit feedback using the designated feedback form and send it by email to the specified address, clearly indicating that the submission relates to feedback on the management of registration and filing data for new cosmetic raw materials.
