The Cosmetic Ingredient Review (CIR) Expert Panel evaluated Cocoyl Hydrolyzed Collagen and its related salts — Potassium Cocoyl Hydrolyzed Collagen, Sodium Cocoyl Hydrolyzed Collagen, and TEA-Cocoyl Hydrolyzed Collagen — for their safety in cosmetic formulations. These ingredients are commonly used as surfactants, skin conditioning agents, and hair conditioners, offering both cleansing and moisturizing benefits. Originally assessed in 1983, with reaffirmations in 2002 and 2005, the Panel reopened the review in 2024 to examine sensitization, photosensitization, and updated use data. The evaluation incorporated both published literature and unpublished industry data, including surveys on current cosmetic concentrations and patterns of use. Preliminary findings indicate that all four ingredients are safe “as used” in cosmetics. While most concentrations are well-documented, two ingredients require additional clarity regarding exact usage levels. The report consolidates historical safety data, modern exposure information, and expert analysis, guiding the Panel toward a final safety determination. This amended review ensures that Cocoyl Hydrolyzed Collagens continue to meet modern cosmetic safety standards, reinforcing consumer confidence in their ongoing use in skin and hair care products.
