In December 2025, the European Chemicals Agency (ECHA) updated its Registry of Classification and Labelling (CLH) Intentions Until Outcome, reflecting the latest progress of proposals for new or revised harmonised classifications under the CLP Regulation. As of 22 December 2025, the information is available via the new ECHA CHEM database, with parallel updates maintained in the legacy CLH process list to ensure a smooth transition. The registry enables stakeholders to track substances throughout the CLH processfrom initial intention and submission to public consultation and adoption of an opinion by ECHAs Committee for Risk Assessment (RAC). The December 2025 update includes substances across multiple regulatory programmes, such as REACH, plant protection products and biocidal products. Several substances progressed to Opinion Adopted, while others entered or advanced within the Intention, Submitted, and Consultation stages. Stakeholders are encouraged to provide relevant hazard or identity information early in the process or during consultations to support robust regulatory outcomes. Following are the chemical substances and their current status (selected entries, December 2025): Status: Opinion Adopted - 1,3-dichloropropene (including (Z)- and (E)-isomers) - (2-hydroxy-1,1-dimethylethyl)ammonium chloride; reaction mass with 2-amino-2-methylpropanol - Silicon dioxide - p-cymene - Dazomet - Choline hydrogen phosphonate - Calcium acetylide - Bis(pentane-2,4-dionato)calcium - 4-tert-butylbenzoic acid - 4-hydroxy-4-methylpentan-2-one - 3-(4-tert-butylphenyl)propionaldehyde - 2-(4-tert-butylbenzyl)propionaldehyde Status: Consultation - Tris[2-chloro-1-(chloromethyl)ethyl] phosphate - Reaction products of phosphoryl trichloride and 2-methyloxirane - Fluoxapiprolin (ISO) - 4-hydroxy-3-(3-(4?-bromo-4-biphenylyl)-1,2,3,4-tetrahydro-1-naphthyl)coumarin Status: Submitted - Peanut butter - Hydrogen chloride - Cobalt bis(2-ethylhexanoate) and related cobalt compounds Status: Intention - Dichloro(dimethyl)silane - Acrylic acid
