On 18 December 2025, the Scientific Committee on Consumer Safety (SCCS) published a preliminary opinion (SCCS/1687/25) on the use of silver (CAS No. 7440-22-4; EC No. 231-131-3) in cosmetic products. The opinion, adopted on 17 December 2025 at the request of the European Commission, is open for public comments until 23 February 2026. Based on newly submitted data and taking into account silver’s classification as toxic for reproduction category 2, the SCCS assessed the safety of micron-sized particulate silver with particle diameters between 100 nm and 1 mm. The Committee concluded that, as the data indicate no skin penetration, this form of silver is considered safe when used up to a maximum concentration of 0.2% in rinse-off cosmetic products and 0.3% in leave-on cosmetic products, as specified in the assessment tables. The opinion does not cover the use of micron-sized particulate silver in propellant-based spray products, as such applications were not included in the submission and were therefore not evaluated. The SCCS did not identify additional safe concentration levels beyond those assessed, nor did it raise further scientific concerns within the defined scope of the evaluation.
