On 8 December 2025, Indonesias National Agency of Drug and Food Control (BPOM) issued a finalized regulation specifying mandatory cosmetic test parameters for Certificates of Analysis (CoA) required in SKI Border import certificate applications. The regulation follows a public consultation draft released on 3 June 2025 and will take effect on 8 January 2026. Under Indonesias import control framework, cosmetic importers must obtain an SKI Border before products are released from customs. A compliant CoA is a key supporting document. The CoA must be issued either by the manufacturer, an accredited laboratory, or an enterprise operating an accredited testing laboratory. Where the CoA is not issued by the manufacturer, testing must be conducted by an accredited laboratory using parameters established by BPOM. The regulation clearly defines the required test parameters to be included in the CoA, focusing on microbial contamination and heavy metal content in cosmetics. These requirements apply to 20 specified categories of cosmetic products. By standardizing test parameters, the regulation aims to strengthen product safety oversight, improve consistency in import inspections, and provide greater regulatory clarity for cosmetic importers seeking SKI Border approval.
