Japan Proposes Draft Amendments for Use of Recycled Plastics in Food Contact Materials

On October 17, 2025, Japan’s Consumer Affairs Agency launched a public consultation on draft amendments to the Food Sanitation Standards concerning food contact materials. The revisions integrate physically recycled polyethylene and polypropylene into the positive list system under the Food Sanitation Act. Key updates include defining the physical recycling process as a permitted chemical treatment, clarifying corporate responsibility for ensuring food safety, and requiring robust quality management systems to control contaminants in recycled materials. These measures aim to promote safe use of recycled plastics in food utensils and packaging, supporting both a circular economy and food hygiene compliance.
