The Andean Community, comprising Ecuador, Colombia, Bolivia, and Peru, has adopted a regional ban on two cosmetic ingredients following regulatory action taken by the European Union in September 2025. The measure prohibits the use of Trimethylbenzoyl Diphenyl phosphine Oxide (TPO) and N,N-dimethyl-p-toluidine (DMPT) in all cosmetic products marketed within the Andean Community due to concerns over their potential reproductive toxicity and carcinogenic effects. Under the new resolution, cosmetic products containing TPO or DMPT will no longer be eligible to obtain, renew, or recognize a Sanitary Notification (NSO) as of the regulation’s entry into force. Products already on the market that contain these substances must be fully withdrawn within 60 calendar days. The regulation explicitly prohibits sell-off periods and does not allow reformulation of affected products during this timeframe. After the 60-day withdrawal period, any existing NSOs associated with non-compliant products will be automatically cancelled. Companies that fail to comply with the ban will be subject to administrative sanctions in accordance with Andean Community rules and applicable national legislation. The measure reflects a coordinated regional response aimed at strengthening consumer safety and aligning cosmetic regulations with emerging international health standards.
