On 6 February 2026 Ministry of Climate, Energy and Environment (Minister), Republic of Korea (Announcement No. 2026-114, Chemical Policy Division). The Ministry has issued a legislative notice for the partial amendment to the Enforcement Decree of the Act on Registration and Evaluation of Chemical Substances (K-REACH), in accordance with Article 41 of the Administrative Procedure Act, to seek public opinions in advance. Reason for Proposal: The amendment supports the revised main Act (Act No. 21132, promulgated 11 November 2025, effective 12 May 2026) by: A. Clarifying the scope of work for newly established systems (joint submission of registration data, dispute mediation for joint use, deferral of submission deadlines, etc.). B. Improving delegation and entrustment provisions for enforcement tasks (reception, approval, fact-finding). C. Adding necessary measures to promote reduction in the use of highly hazardous chemicals. Main Contents of the Proposed Amendments: A. Clarification of scope for appointed representatives and information system (new provisions in Articles 21 & 22): Expands the duties of persons appointed by foreign manufacturers/producers and the chemical substance information processing system to include dispute mediation on joint submission/joint use and handling of submission deferrals. B. Expansion of SME support projects (new Article 29-2, Item 7): Adds support for activities aimed at reducing the use of highly hazardous chemicals as part of SME assistance programs. C. Delegation and entrustment system (amendments and new provisions in Article 31): Establishes delegation/entrustment bases for dispute mediation tasks, succession of work when changing appointed representatives of foreign entities, and related administrative handling (new Items 6-2, 5-2, 15; amendments to Paragraphs 6–8). Public Comment Period: From 6 February 2026 to 18 March 2026 (remaining days noted as 20 at the time of notice).
