On February 4, 2026, South Korea’s Chemical Safety Agency announced Administrative Notice No. 2026-2 proposing amendments to the “Designation of Accident Preparedness Substances” under Article 39 of the Chemical Substances Control Act and Article 17 of its Enforcement Regulations. The proposed amendment aims to recognize prior chemical substance confirmations submitted under Article 9 of the Act for three substances newly designated as accident preparedness substances on 26 September 2025: • Xylene • Styrene • 1,3-Butadiene Specifically, manufacturers or importers who had already completed chemical substance confirmation before 26 September 2025 would be deemed to have fulfilled the confirmation requirement for accident preparedness substances after the designation date. The notice was issued to inform the public in advance and to collect stakeholder opinions in accordance with Article 46 of the Administrative Procedure Act. Comments were invited through the Public Participation Legislation Center by 18 February 2026.
