On 5 March 2026 Ministry of Climate, Energy and Environment This is an official administrative pre-announcement of the Partial Amendment Draft to the Simplified Measurement Methods for Packaging Materials and Packaging Methods of Products issued pursuant to Article 46 of the Administrative Procedures Act. To reflect evolving real-world conditions in parcel delivery- such as diversified packaging methods and increased automation- the ministry proposes targeted adjustments to the standards for one-time use transport packaging under Article 4 and Attached Table 1 of the "Rules on Standards for Packaging Materials and Packaging Methods of Products, etc." . The changes aim to improve practical applicability for businesses while continuing to support waste reduction goals. Main proposed changes: A. Revision of simplified measurement methods for packaging space ratio and number of packaging times in one-time use transport packaging (detailed in Proposed Attached Table 3). B. Introduction of exceptions to one-time use transport packaging standards for unavoidable cases, including: 1. Packaging required to prevent product damage or deterioration. 2. Situations caused by packaging automation or special/irregular product shapes. C. Partial exceptions granted to encourage plastic reduction, specifically when transport packaging materials are reused or incorporate recycled raw materials. Public participation: A.
