From 1 January 2026, Switzerland will enforce a group limit of 1 mg/kg (1 ppm) for eight high-risk furocoumarins in leave-on cosmetic products that are exposed to sunlight. The measure applies to products such as creams, lotions, lip care items, sunscreens, and aftershaves. Perfumes, rinse-off products, hair care, oral care, deodorants, and night care products are excluded from this requirement. This Swiss measure represents a national derogation from the EU Cosmetics Regulation, specifically Annex II entry 358, and mainly targets products containing citrus or other essential oils where trace levels of furocoumarins may be unavoidable. Manufacturers and importers placing products on the Swiss market will be required to verify, document, and demonstrate that the combined concentration of the eight specified furocoumarins does not exceed the 1 ppm limit. The new requirement may lead to reformulation, stricter raw material specifications, and updates to product information files. Companies relying on essential oils in leave-on products are advised to assess compliance early to avoid market disruptions.
