The Taiwan Ministry of Environment has amended the Regulations on Toxic Chemical Substances and Their Operation and Management to align with international standards, including the Stockholm Convention and Minamata Convention. Newly classified toxic substances include methoxychloride, decachlorotricyclododecadiene (Declonal), and UV-328, with strict controls on concentration and use. Methoxychloride and Declonal are highly persistent, bioaccumulative, and toxic, with Declonal fully banned except for research, testing, and educational purposes. UV-328 is restricted based on EU POP regulations. The amendments also strengthen controls on mercury and tetrachloroethylene, prohibiting mercury use in certain applications and banning tetrachloroethylene in detergents, reflecting global best practices. The Ministry is providing a one- to one-and-a-half-year transition period for industry compliance, including requirements for permits, labeling, transportation, detection, and trained personnel, while encouraging adoption of safer alternatives. Public comments on the amendments are open for 30 days (i.e till December 04, 2025) following the announcement, supporting stakeholder engagement and regulatory transparency.
