On 5 December 2025, the Cabinet of Ministers of Ukraine approved Resolution No. 1598, amending Resolutions No. 847 (UA-REACH) and No. 539 (UA-CLP), to formally postpone key compliance deadlines under the country’s new chemical safety framework. The resolution took effect immediately upon publication and reflects earlier proposals by the Ministry of Economy, Environment and Agriculture to better align regulatory timelines with industry readiness. Under UA-REACH, the pre-registration deadline has been extended by one year, from 26 January 2026 to 26 January 2027. In addition, substance registration deadlines across all tonnage bands have been postponed by roughly three years. High-risk substances, including CMR category 1A/1B and certain environmentally hazardous chemicals, now face a revised deadline of 1 October 2028, while other tonnage bands extend through 2029 to 2033 depending on volume. For UA-CLP, transitional measures allow chemical products already placed on the market to continue being supplied for one additional year. The application of CLP requirements has been deferred to 15 November 2027 for substances and 1 May 2028 for mixtures. While the extensions provide companies with additional time to prepare dossiers and collect data, pre-registration remains a mandatory step to benefit from the extended deadlines. Businesses, particularly those handling high-hazard chemicals, are advised to continue advancing compliance preparations despite the relaxed timelines.
