California has notified the World Trade Organization (WTO) of a proposed update to its Safer Consumer Products Regulations. The California Department of Toxic Substances Control plans to add manual dish detergents and shampoos containing 1,4-dioxane at concentrations greater than 1 part per million (ppm) to the state’s Priority Products List. These products fall under surface active agents, cosmetics, and toiletries categories. The proposal aims to strengthen consumer protection, safeguard human health and safety, and reduce environmental risks associated with exposure to 1,4-dioxane, a chemical of concern. The notified document is four pages long and is available in English through WTO channels and California regulatory sources. The adoption and entry-into-force dates are yet to be determined. WTO Members and stakeholders are invited to submit comments through the USA TBT Enquiry Point by 2 March 2026, ensuring international input during the regulatory review process.
