On March 31, 2025, the UK Government announced an amendment to the UK Cosmetics Regulations, updating Annex III to include new restrictions on methyl salicylate. These restrictions specify the allowable concentration of methyl salicylate in various cosmetic products, including skin and hair products, hand washes, toothpaste, mouthwash, deodorants, and more, with varying limits based on age group and product type.
Key restrictions include:
• Rinse-off skin and hair products: 0.02% for children 0.5-1 years, 0.06% for children above 1 year and adults.
• Hand wash products: 0.02% for children 0.5-1 years, 0.6% for children above 1 year and adults.
• Leave-on skin products: 0.02% for children 0.5-1 years, 0.06% for children above 1 year and adults.
• Lip products: 0.02% for children 0.5-1 years, 0.03% for children above 1 year and adults.
• Toothpaste: 2.5%
• Mouthwash: 0.1% for children 6-10 years, 0.4% for children above 10 years and adults.
• Mouth spray: 0.65%
• Hydroalcoholic-based fragrances: 0.6%
• Deodorant spray/aerosol products: 0.003%
• Hair products (spray/aerosol): 0.009%
• Body lotion spray: 0.04%
The deadline for placing on the market is set for 30 September 2025, while the deadline for making available (off-shelf) is 31 March 2026.
