A New Chapter in EU Sustainability Rules
The European Union has introduced Regulation (EU) 2025/2650, amending the landmark Deforestation Regulation (EU) 2023/1115. This update reshapes how operators, traders, and downstream businesses manage compliance when placing commodities such as cattle, cocoa, coffee, palm oil, rubber, soya, and wood on the EU market.
The mission remains unchanged: protect forests and biodiversity. However, the EU now offers a more streamlined and practical path for businesses to meet these obligations.
Key Changes You Shouldn’t Miss
Simplified Obligations
A new category of “downstream operators” has been introduced. Their responsibilities now align with traders, meaning fewer administrative burdens and no requirement to file full due diligence statements.
Support for Small Businesses
Micro and small operators gain flexibility. Instead of complex due diligence, they can submit a one‑time simplified declaration, using either geolocation or even a postal address of production sites.
Extended EUDR Timelines
Businesses now have more time to prepare. Obligations take effect from 30 December 2026, while micro and small operators have until 30 June 2027 to comply. Timber‑related provisions extend further, until 31 December 2029.
Risk‑Based Checks Continue
Authorities will still apply risk‑based inspections with clear targets, such as 9% of operators in high‑risk countries, such as Russia, Belarus, Myanmar, North Korea (DPRK), ensuring supply chains remain deforestation‑free.
Penalties Remain Strong
Non‑compliance can lead to fines of up to 4% of annual EU turnover, alongside corrective actions such as withdrawal or recall of products.
Conclusion: Turning Compliance into Confidence
Regulation (EU) 2025/2650 signals the EU’s commitment to sustainability with a pragmatic approach, easing obligations for smaller operators while maintaining high compliance standards. For businesses, the message is clear: every claim, declaration, and submission must be accurate, defensible, and backed by credible evidence.
