"On December 16, 2025, Brazil’s National Health Surveillance Agency (ANVISA) published Resolution RDC No. 1003 in the Official Gazette, amending the regulatory framework for infant formula and follow-up formula previously established under RDC No. 976.

The resolution introduces a new maximum limit for added L-carnitine in formula foods intended for infants aged 0–6 months, with the specific threshold defined in Attachment I. This change aims to refine nutritional safety parameters for early-life nutrition products placed on the Brazilian market.

In addition, RDC No. 1003 updates cross-references to the relevant annexes of Normative Instruction IN No. 367/2025, ensuring consistency across Brazil’s regulatory instruments governing infant and follow-up formula.

ANVISA has also revised Attachment I, the Nutritional Composition Table for Infant and Follow-up Formula, updating selected compositional requirements to reflect the new regulatory approach.

The amendments entered into force on the date of publication, meaning manufacturers, importers, and distributors must immediately ensure compliance with the revised limits and updated compositional standards when placing infant and follow-up formula products on the Brazilian market"
