On December 29, 2025, China's Ministry of Ecology and Environment and National Bureau of Disease Control and Prevention issued Announcement No. 43 of 2025, promulgating the "List of Priority Controlled Chemicals (Third Batch)" to implement the Action Plan for New Pollutants Governance (State Council Document No. 15 ). The announcement mandates environmental risk control measures for listed chemicals at key production/use stages, minimising health and ecological impacts based on economic/technical feasibility. The annexe lists 63 priority chemicals (PC041-PC063), including: PC041–PC060: 1,1,2,2-Tetrachloroethane; 1,2-Dichloroethane; 1,4-Dichlorobenzene; 2,6-Di(1,1-dimethylethyl)-4-(1-methylpropyl)phenol; 3,4,5,6-Tetrabromo-1,2-benzenedicarboxylic acid bis(2-ethylhexyl) ester; 4-(2-Benzothiazolylthio)morpholine (NOBS); 4-tert-Octylphenol; N?-(4-Chloro-2-methylphenyl)-N,N-dimethylformamidine; N-Phenyl-2-naphthylamine; p-Diaminodiphenyl; p-Hydroxybenzoic acid butyl ester; Sodium fluoroacetate; Butyl benzyl phthalate; Di(2-ethylhexyl) phthalate; Dibutyl phthalate; Diisobutyl phthalate; Tris(2,3-dibromopropyl) phosphate; Chloromethyl methyl ether; Tris(4-nonylphenol) phosphite; Bisphenol A; PC061–PC063: Pentabromophenol; Oxydichloromethane; Potassium (trifluoromethyl)decafluorocyclohexylsulfonate; Perfluoropropyl methyl ether; Perfluorobutylsulfonate salts; Perfluoroheptylsulfonate salts; Perfluorobutanoic acid; Perfluorohexanoic/heptanoic acid salts; N-Methyl-perfluoropentyl/heptyl sulfonamides; Sulfonium PFAS salts; Iodonium PFAS salts. Issued December 25, 2025, and distributed to provincial ecological/environmental and disease control bureaus, the list targets persistent pollutants across industrial, rubber, plastic, and fluorochemical sectors.
