"On November 2025, The guidance document from ECHA explains how manufacturers, downstream industrial users, and suppliers must prepare and submit annual reports on emissions of synthetic polymer microparticles (SPMs) — i.e. microplastics — under the EU’s restriction regime (Entry78, Annex XVII of REACH Regulation).
Key points:
The reporting obligation applies only to uses of SPMs that are exempted from the ban (e.g. certain industrial uses, veterinary/human medicines, food additives, diagnostic devices).
Reports must be prepared using the software IUCLID (section 1 and 1.1 must list “Synthetic polymer microparticles” with inventory number 750‑000‑6) and submitted through REACH‑IT.
The report must include: the identity of the polymers, their use and any applicable derogation, site details of industrial use, and an estimate of annual environmental emissions.
First submissions:
By 31 May 2026 — for manufacturers / industrial users of SPM pellets, flakes or powders used as plastic feedstock.
By 31 May 2027 — for all other relevant entities placing products containing SPMs on the market or using exempted SPMs.
Data submitted remain confidential to ECHA and Member States; only aggregated results will be published. This guidance helps impacted companies ensure compliance with the new microplastics restriction, supporting transparency and allowing authorities to monitor emissions and assess the effectiveness of the regulatory measures."
