Food Standards Australia New Zealand (FSANZ) has approved amendments to the Australia New Zealand Food Standards Code to address naturally occurring cadmium levels in Blacklip Rock oysters (Saccostrea spathulate) farmed in Australia's Northern Territory (NT). The decision follows an application submitted by the Northern Territory Department of Agriculture and Fisheries seeking relief from the current maximum level (ML) of 2 mg/kg for cadmium in molluscs.

The application was supported by monitoring data showing that cadmium concentrations in Blacklip Rock oysters vary across NT aquaculture sites, with approximately half of the tested samples exceeding the existing regulatory limit. FSANZ conducted a comprehensive risk assessment evaluating both a complete exemption from the cadmium limit and the introduction of a higher, region-specific limit of 3 mg/kg.

The assessment concluded that estimated dietary exposure to cadmium under both scenarios remains below the Tolerable Monthly Intake (TMI), indicating no public health or safety concerns for consumers. Based on the findings, FSANZ determined that a new maximum level of 3 mg/kg for cadmium in NT-farmed Blacklip Rock oysters represents the most appropriate regulatory approach, while ensuring cadmium levels remain as low as reasonably achievable.

Under the approved variation, Blacklip Rock oysters farmed in the Northern Territory will be exempt from the existing cadmium limit of 2 mg/kg from the date of gazettal. This transitional exemption will remain in place for 24 months, allowing the sale of current oyster stocks and providing industry with time to adjust farming and production practices. Following the transition period, a new maximum level of 3 mg/kg for cadmium in NT-farmed Blacklip Rock oysters will take effect.

The amendment follows FSANZ's public consultation process, which commenced on 2 March 2026. After considering stakeholder submissions, FSANZ approved the draft variation with minor typographical amendments. The change introduces a tailored regulatory framework that reflects regional environmental conditions while maintaining consumer safety protections.
