Health Canada has proposed updates to the Cosmetic Ingredient Hotlist and launched a public consultation open until 17 February 2026. The proposal introduces several new prohibitions and restrictions aimed at strengthening cosmetic safety oversight. Basic Violet 4 and Basic Blue 7 would be restricted in certain product types and prohibited in leave-on hair products. Polyaminopropyl Biguanide would be prohibited in spray and aerosol formulations and restricted in other cosmetics due to safety concerns. Additional proposed prohibitions include Symphytum spp. and brucine and its salts. For furocoumarins, the proposal would prohibit their intentional addition and restrict their presence in leave-on products when naturally occurring in plant extracts. Stakeholders are encouraged to submit comments to cosmetics@hc-sc.gc.ca, with all submissions receiving a response. Once finalized, the amendments will be communicated to subscribers of Health Canada’s cosmetics mailing list and individuals who have previously submitted cosmetic notification forms.
