The order is issued under Section 3A(d) of the Public Health Protection (Food) Law.
Israel will adopt specified EU amendments as listed in an annexed table, which details:
The relevant EU legal acts
The substances amended in Annex II
The effective dates in the EU
The corresponding effective dates in Israel
Any applicable transitional provisions
Key Amendment: Milk Iron Caseinate, The principal amendment adopted is Commission Regulation (EU) 2024/1821 of June 25, 2024.
This amendment adds milk iron caseinate (caseinate milk iron) to Annex II of Regulation 1925/2006 as a permitted substance for:
Addition to foods, and Use in the manufacture of food supplements.
In the European Union: Marketing of milk iron caseinate is restricted until June 4, 2028.
During this period, it may be marketed exclusively by Nestlé Société Produits S.A., in accordance with Implementing Regulation (EU) 2023/949, which authorises the substance as a novel food.
In Israel:The amendment will take effect on June 5, 2028.
Transitional Provisions
Foods imported into Israel or manufactured domestically before the Israeli effective date may continue to be marketed:
In accordance with the pre-existing regulatory framework, and Until the end of their shelf life,
Unless a specific alternative transitional provision applies.
For imported products, the date of submission of the application for release from quarantine will be considered the date of import for transition purposes.
Publication and Entry into Force
The order adopting the EU amendments was signed by the Minister of Health on November 26, 2025.
