"Thailand’s Food and Drug Administration (FDA) has released new guidelines to support cosmetic enterprises that must change product formulations but wish to continue using the original product name. The policy is intended to ease business impacts from raw material shortages, environmental substitutions, technological developments, or foreign regulatory changes.

Under the guideline, companies must submit a new cosmetic notification through the Thai FDA system, attach the previous notification number, and provide an explanatory letter justifying the continued use of the existing product name. Required documentation includes:
- The original cosmetic notification receipt, and
- A new cosmetic notification application form

A dedicated form—“Cosmetic Notification Application Form for Changes in Formula Ingredients and Intention to Use the Old Product Name”—has been prepared to streamline the process. Applications may be submitted through the FDA information system, the One Stop Service Center (OSSC), or Provincial Public Health Offices.

The guidance and procedures are now published under Section 1.17, “Criteria for Consideration of Cosmetic Notifications”, and took effect on October 6, 2025."
