Thai Industrial Standards Institute (TISI) announced the implementation of two ministerial regulations mandating compliance with specific Thai Industrial Standards (TIS) for paper-based food contact materials. These measures aim to strengthen food safety controls and prevent chemical migration from paper materials into food.
Ministerial Regulation on Paper for Food Contact (B.E. 2568 (2025))
This regulation requires the industrial product paper for food contact to comply with TIS 2948-2562 (2019) Paper for Food Contact.
The standard establishes safety requirements for paper, board, and paper containers without colour in the paper pulp, intended for:
General food contact
Hot-fill food applications
Both direct and indirect food contact where substance migration into food may occur
Ministerial Regulation on Cooking Paper (B.E. 2568 (2025))
This regulation mandates that paper intended for high-temperature cooking conform to TIS 3438-2565 (2022) Cooking Paper.
The standard specifies requirements covering:
Product type, model, size, and capacity
Material composition (pure fiber or mixed with non-colouring synthetic fiber)
Chemical migration limits
Hygiene requirements
Packaging, marking, and labeling
Sampling procedures and test methods
These requirements apply to paper, hard paper, and paper containers intended for filtering hot liquids, heating, or cooking food at temperatures up to 220 °C, where chemical migration into food is possible.

Following the announcement, TISI has opened its E-license system, enabling manufacturers and importers to submit applications for factory inspections and product testing to demonstrate compliance.
