"Türkiye has introduced an amendment to the Turkish Food Codex Communiqué on Drinking Milk (Communiqué No. 2019/12). The update responds to consumer confusion caused by multiple fat-content variations of drinking milk (such as 0.1%, 0.5%, etc.) with differing prices, which was found to create misleading market practices and unfair competition.

The amendment removes the ""%… fat milk"" category and revises the classification of drinking milk based on fat content. It also introduces new regulations on flavour and sugar content for flavoured drinking milk, a product category primarily consumed by children. These changes aim to enhance consumer protection, ensure fair competition, and improve public health oversight. Current Milk Categories (after amendment)

The amendment removes the flexible “% fat milk” category and keeps only the standardized categories based on fat percentage. Türkiye is expected to retain the classical Codex-aligned milk categories:

Whole Milk / Full-Fat Milk (generally ≥ 3.5% fat)

Semi-Skimmed / Reduced-Fat Milk (typically around 1.5–1.8% fat)

Skimmed Milk (≤ 0.5% fat)

These become the only allowed fat-based classes, instead of allowing multiple intermediate labels such as 0.1%, 0.5%, 2.0%, etc.

The amended Communiqué will enter into force upon publication, with a transition period ending on 31 December 2026"
