"On November 7, 2025, the WTO circulated information on the updated DEAS 377-1:2020 standard, which lists substances prohibited in cosmetic products within the EAC. The third edition, effective in Uganda since July 11, 2025, aligns regional rules with international safety requirements.
- The standard applies only to cosmetic products and excludes medicines, medical devices, and biocides. It prohibits substances based on their chemical identity and formulation to protect consumers from CMR (categories 1A, 1B, and 2) risks. Adapted from EU Regulation (EC) 1223/2009 and SCCS evaluations, it ensures cosmetics placed on the market are safe under normal use.
- DEAS 377-1:2020 covers all major cosmetic categories—face, skin, hair, eye, lip, nail, oral, leave-on, and rinse-off products. It requires manufacturers and importers to ensure safety and encourages the use of safer alternatives when prohibited substances cannot be fully avoided.
- By harmonizing prohibited substance lists across the EAC, the standard improves consumer protection, supports accurate labelling, reduces unsafe products, and facilitates cross-border trade. This edition replaces EAS 377-1:2013 and provides an updated framework for compliance and market access."
