"On November 07, 2025, the World Trade Organization circulated the communication regarding the East African Standard “Cosmetic and cosmetic products — Part 2: List of substances which cosmetic products must not contain except subject to the restrictions laid down,” confirming that the Third Edition (DEAS 377-2:2021) entered into force in Uganda on 11 July 2025.
This addendum formally updates WTO Members on the status of the draft standard previously notified by Burundi, Rwanda, Tanzania, and Uganda. DEAS 377-2:2021 forms part of the broader harmonization initiative within the East African Community (EAC) to create unified, region-wide quality and safety requirements for cosmetic products. The standard identifies chemical substances that cosmetic products may not contain unless they meet specific safety restrictions. This list is derived from and aligned with Annex III of the EU Cosmetics Regulation (EC) No. 1223/2009, incorporating scientific risk assessments performed by the Scientific Committee on Consumer Safety (SCCS)."
