"On November 10,  2025, the World Trade Organisation (WTO) circulated Singapore’s notification titled Amendment of Second Schedule of Environmental Protection and Management Act 1999 (No. 5) Order 2025 and Environmental Protection and Management (Hazardous Substances) (Amendment No. 3) Regulations 2025.
These amendments introduce significant updates to both the Environmental Protection and Management (Hazardous Substances) Regulations (Rg 4) and the Environmental Protection and Management Act 1999. The amendments become effective on 27 February 2026.

Environmental Protection and Management (Hazardous Substances) (Amendment No. 3) Regulations 2025
In the Schedule of the principal Regulations (Rg 4), immediately after the item Chlorosulphonic acid, the following substance is inserted:
Chlorpyrifos
Environmental Protection and Management Act 1999 (Amendment of Second Schedule) (No. 5) Order 2025
Within the Second Schedule, Part I, the following amendments are made:
After Chlorosulphonic acid, insert: Chlorpyrifos
Replace the item Paraquat; its salts with: Paraquat; its salts
Replace the existing entry on  Phosphorus compounds used as pesticides with the following expanded list:
Phosphorus compounds used as pesticides (insecticides, acaricides, etc.), including but not limited to:
Chlorpyrifos
Methamidophos
Methyl-parathion
Monocrotophos
Parathion
Phosphamidon
Trichlorfon
Acephate
Bromophos
Iodofenphos
Malathion
Pirimiphos-methyl
Temephos
Tetrachlorvinphos
Preparations and materials included under this category:
Preparations containing not more than 0.5% w/w of dichlorvos and not containing any other phosphorus compound used as a pesticide.

Materials impregnated with dichlorvos and not containing any other phosphorus compound used as a pesticide, for slow release.

Preparations containing not more than 1% w/w of azamethiphos and not containing any other phosphorus compound used as a pesticide."
