"On  November 06, 2025, the World Trade Organization (WTO) circulated information concerning the notification of the Egyptian Ministerial Decree No. 372/2025. This addendum addresses the implementation of the Egyptian Standard ES 1654 for Liquid Glass Cleaner, covering products classified under ICS 71.100.40 (surface active agents). The decree grants producers and importers a six-month transitional period to ensure full compliance with the updated standard.

It is important to note that the current notification builds upon prior regulatory developments, including Ministerial Decree No. 103/2019, which had mandated compliance with the earlier version of the standard. The draft of the updated standard had been previously notified to WTO Members through notifications G/TBT/N/EGY/202 dated 9 January 2019 and G/TBT/N/EGY/202/Add.2 dated 27 March 2025.

1) The ES 1654 standard for liquid glass cleaners aligns with international regulatory frameworks to ensure safety, efficacy, and environmental protection. Specifically, it complies with:
2) Regulation (EC) No. 648/2004 of the European Parliament and Council on detergents;
3) Regulation (EC) No. 1907/2006 (REACH) concerning the Registration, Evaluation, Authorization, and Restriction of Chemicals;
4) Regulation (EC) No. 1272/2008 (CLP) on classification, labelling, and packaging of substances and mixtures;
5) IS 8540/1986, reaffirmed in 2021; and
6) GSO 884/2012, the Gulf Standard for detergents.
7) The standard establishes technical requirements, safety measures, labelling, and compliance protocols for producers and importers to ensure that liquid glass cleaner products meet both national and international benchmarks. Administrative orders published in the Official Gazette will continue to inform stakeholders of any amendments to Egyptian standards.
8)The Ministerial Decree No. 372/2025 was officially adopted on 22 October 2025 and enters into force the day following its publication in the official gazette, thereby initiating the six-month compliance period for industry stakeholders. This regulatory update is intended to harmonize local product standards with international norms, facilitate trade, and protect consumers and the environment."
