,"The WTO has circulated Vietnam’s notification of a Draft Decree establishing five regulatory lists of chemicals governed under the new Law on Chemicals No. 69/2025/QH15. Issued by the Ministry of Industry and Trade, the measure covers chemical management activities under ICS 71 and applies to both domestic and foreign entities operating in Vietnam. The draft Decree contains five annexes covering: (i) basic chemicals in prioritised industrial sectors, (ii) chemicals subject to conditional production/trading, (iii) chemicals under special control, (iv) chemicals requiring accident-prevention and response plans, and (v) disciplines eligible to conduct chemical safety training.
The proposal aims to strengthen effective chemical management, support the development of Vietnam’s chemical industry, and ensure the protection of human health and safety. The measure is notified under TBT Article 2.10.1, with adoption expected on 1 December 2025 and entry into force on 1 July 2026. The comment period runs until 16 November 2025 (45 days), and the Ministry of Industry and Trade will receive stakeholder feedback through the Vietnam Chemicals Agency."
