On 2 March 2026 Presidency of the Federative Republic of Brazil (via the Brazil Participation platform) published a public consultation on the draft ordinance establishing the Plastic Packaging Recyclability Index (IREP). The draft ordinance is being developed to implement Article 43 of Decree No. 12,688, which requires manufacturers and importers of plastic and similar packaging to consider the recyclability of packaging during the design and production stages. The proposed IREP framework aims to promote the circular economy by guiding product and packaging design, improving transparency for consumers, and encouraging improvements in the collection, sorting, and recycling of plastic waste across Brazil. The consultation invites companies, researchers, organisations, and the public to provide input on the draft regulation to support the development of Brazil’s national reverse logistics policy. The consultation process opened on 28 January 2026 and closed on 17 March 2026.
