On January 20, 2026, the Agência Nacional de Vigilância Sanitária (Anvisa) of Brazil launched two public consultations Consulta Pública nº 1.380/2026 inviting stakeholders and the public to submit contributions on proposed regulatory updates related to cosmetic and perfume packaging. The proposals address technical requirements and good practices for the fracionamento (portioning) of products and the reutilisation of packaging for personal care products, cosmetics, and perfumes sold directly to consumers. They also define the categories of products that may be eligible for these activities, reflecting an effort to modernise and expand the current regulatory framework. The consultations aim to update existing norms by establishing clear guidelines on documentation, personnel training, facilities, equipment, hygiene, complaint and recall procedures, and cosmetovigilance, while ensuring product quality, safety, and traceability. Contributions may be submitted until March 21, 2026, through electronic forms on Anvisas portal.
