China has initiated a mandatory national standard project for heated cigarettes, proposed by the National Tobacco Administration, with a public consultation period running from April 7 to May 7, 2026. The standard aims to establish comprehensive technical and safety requirements for heated tobacco products, including heated cigarette sticks, electronic heating devices, and combined systems. The draft outlines detailed provisions covering product definitions, design specifications, raw material requirements, safety features, and testing methods. It also introduces rules for additives, electrical and battery safety, structural integrity, and labelling requirements. The initiative reflects the growing importance of heated tobacco products, which differ significantly from traditional cigarettes and currently lack dedicated regulatory standards. Authorities emphasize that the standard will provide a technical foundation for regulatory oversight, enhance consumer protection, reduce risks to youth and non-smokers, and safeguard fiscal revenues. The move aligns with global regulatory trends, as organizations like the World Health Organization and regulators in major markets have already introduced frameworks for heated tobacco products.
