Authorities highlight that the standard is necessary to implement recent government directives targeting illegal tobacco-related activities and to incorporate nicotine pouches into China's tobacco monopoly regulatory system. The move also addresses existing gaps in national standards, aiming to ensure product safety, improve market supervision, and support enforcement efforts. Overall, the proposed standard is expected to provide a technical basis for market access, regulatory inspections, and consumer protection, aligning with broader efforts to strengthen oversight of emerging nicotine products.
