On May 9, 2026, the China’s National Medical Products Administration (NMPA) issued Notice No. 16 of 2026 announcing that 44 batches of cosmetics failed to comply with regulatory requirements during China’s 2025 national cosmetics sampling inspection program. The non-compliant products included items such as Image Beauty Moisturizing and Moisturizing Aloe Vera Gel. The products were tested by institutions including the Hainan Provincial Institute of Inspection and Testing. According to the notice, the identified non-compliant cosmetics violated requirements under the Regulations on the Supervision and Administration of Cosmetics, the Measures for the Supervision and Administration of Cosmetics Production and Operation, and the Measures for the Administration of Cosmetics Sampling and Inspection. The NMPA instructed drug regulatory authorities in Shanghai, Jiangsu, Zhejiang, Guangdong, Yunnan, and other provinces to initiate investigations into the registrants, filers, and entrusted manufacturers involved. Authorities were also directed to require companies to implement risk control measures, conduct self-inspections, and carry out corrective actions. Provincial regulators were further instructed to order cosmetics operators to stop selling the affected products, investigate supply chain records, trace the source of illegal products, and pursue enforcement actions against violations. Cases suspected of involving criminal conduct are to be transferred to public security authorities.
