The Cosmetic Ingredient Review (CIR) Expert Panel has issued a Draft Tentative Amended Report evaluating the safety of Oxyquinoline and Oxyquinoline Sulfate in cosmetic products. These ingredients are primarily used as chelating agents and stabilizers, particularly to prevent degradation of hydrogen peroxide in hair dyes and related formulations. The ingredients were previously assessed in 1992 and re-reviewed in 2006, when the Panel concluded they were safe for use in rinse-off products but that available data were insufficient to confirm safety in leave-on applications. A publication error in the 2006 report incorrectly implied broader safety, prompting clarification in the current reassessment. As part of its periodic re-evaluation process, the Panel reopened the review due to the passage of more than 15 years and the availability of updated scientific and regulatory information. The Panel issued an Insufficient Data Announcement (IDA), requesting additional information on dermal absorption, phototoxicity, reproductive and developmental toxicity, impurities, and current maximum concentrations of use. Clarification was also sought regarding reported uses near the eye area. The reassessment aims to ensure conclusions reflect current data, regulatory classifications, and consumer exposure patterns.
